Jakarta, POROSNEWS.ID – Presiden Republik Indonesia Joko Widodo mengeluarkan Peraturan Presiden (Perpres) Nomor 130 Tahun 2022 tentang Rincian Anggaran Pendapatan dan Belanja Negara (APBN) Tahun Anggaran 2023.
Hal ini dikutip dari salinan Perpres 130/2022 yang diterima porosnews.id, Rabu (14/12/2022), yang di tanda tangani oleh Presiden Indonesia Joko Widodo pada 30 November 2022 dan diundangkan pada tanggal yang sama oleh Menteri Sekretaris Negara Pratikno.
Pada Perpres menjelaskan, APBN 2023 disebutkan; anggaran pendapatan negara, anggaran belanja negara, dan pembiayaan anggaran.
Pendapatan negara adalah penerimaan perpajakan dan penerimaan negara bukan pajak (PNBP).
Dalam penerimaan perpajakan, pemerintah menargetkan mencapai Rp 2.021,22 triliun di tahun depan.
Ada pun yang menjadi target mencakup pendapatan pajak dalam negeri, pendapatan cukai, pendapatan bea masuk dan keluar, serta pendapatan pajak perdagangan internasional.
Sedangkan PNBP ditargetkan mencapai Rp 441,39 triliun, mencakup pendapatan sumber daya alam, pendapatan dari kekayaan negara dipisahkan atau dividen, hingga pendapatan badan layanan umum.
Untuk belanja negara terdiri dari anggaran belanja pemerintah pusat dan anggaran transfer ke daerah (TKD).
Pemerintah mengalokasikan belanja negara sebesar Rp 3.016,17 triliun untuk tahun 2023.
Dengan rincian, belanja pemerintah pusat sebesar Rp 2.246,45 triliun, mencakup anggaran kementerian, lembaga sampai anggaran bendahara umum negara.
Sebelumnya, pada anggaran transfer ke daerah dialokasikan Rp 814,71 triliun, mencakup dana bagi hasil (DBH), dana alokasi umum (DAU), dana alokasi khusus (DAK), dana otonomi khusus, dana keistimewaan Daerah Istimewa Yogyakarta, dan dana desa.
Anggaran APBN 2023 dapat dilakukan perubahan, misalnya pengalihan anggaran antar kementerian, lembaga, penyesuaian belanja negara, dan earmarking belanja dalam rangka menghadapi ancaman terhadap perekonomian dan/atau instabilitas sistem keuangan.
Tapi, perubahan itu ditetapkan melalui Menteri Keuangan.
“Terdapat pengaturan yang diperlukan pada pengelolaan keuangan berdasarkan Peraturan Presiden, dan ditetapkan Menteri Keuangan,” penjelasan Perpres . (f).
