Jakarta, POROSNEWS.ID – Menteri Keuangan Sri Muliyani Indrawati menegaskan bahwa Alokasi Dana Bagi Hasil Cukai Hasil Tembakau (DBH CHT) meningkat dari 2 persen ke 3 persen mulai tahun 2023.

Hal ini sebagaimana Undang-Undang Nomor 1 Tahun 2022 tentang Hubungan Keuangan antara Pemerintah Pusat dan Pemerintahan Daerah (UU HKPD). Alokasi DBH CHT selalu mengalami peningkatan dari tahun ke tahun seiring dengan peningkatan realisasi penerimaan CHT.

“Sekarang dengan 2 persen telah mencapai Rp4,01 triliun, tahun depan akan mencapai Rp6,5 triliun,” jelas Menteri Keuangan (Menkeu) Sri Mulyani Indrawati dalam Rapat Kerja Komisi XI DPR Membahas Kebijakan Tarif CHT Tahun 2023 di Jakarta, Senin (12/12).

Menkeu mengatakan sesuai UU Cukai, DBH CHT digunakan untuk mendanai lima program yaitu peningkatan kualitas bahan baku, pembinaan industri, pembinaan lingkungan sosial, sosialisasi ketentuan di bidang cukai, dan pemberantasan Barang Kena Cukai ilegal.

“Melalui DBH, kami terus meningkatkan dukungan terhadap para petani dan buruh serta buruh tembakau maupun buruh rokok. Kalau kita lihat tahun 2022 dan 2023 dibandingkan policy mengenai DBH Tahun 2020 dan 2021, terlihat sekali keberpihakan dari kebijakan DBH ini,” tandas Menkeu.

Alokasi DBH CHT tahun 2022 dan 2023, Pemerintah mengubah besaran persentase alokasi untuk kesehatan, kesejahteraan masyarakat, dan penegakan hukum. Kesehatan mendapatkan alokasi 40 persen.

Kesejahteraan masyarakat dialokasikan 50 persen dengan rincian 20 persen untuk peningkatan kualitas bahan baku, peningkatan keterampilan kerja, dan pembinaan industri dan 30 persen untuk pemberian bantuan. Sementara untuk penegakan hukum mendapatkan alokasi 10 persen.

“Kalau tahun depan mencapai Rp6,5 triliun, kita juga berharap berarti lebih dari Rp3 triliun nanti akan dialokasikan kepada para petani dan buruh, sehingga dia memberikan juga suatu kompensasi kepada mereka,” pungkas Menkeu. (f).
