Banten, POROSNEWS.ID – Pejabat Pengelola Informasi dan Dokumentasi (PPID) Sekretariat Jenderal Dewan Perwakilan Rakyat (Setjen DPR RI) mendapatkan Anugerah Keterbukaan Informasi Publik Tahun 2022 oleh Komisi Informasi Pusat (KI Pusat) Republik Indonesia.
Penghargaan tersebut diberikan oleh Menteri Koordinator Bidang Politik Hukum dan Keamanan Republik Indonesia, Mahfud MD, kepada Inosentius Samsul selaku Kepala Badan Keahlian DPR RI yang mewakili Sekretariat Jenderal DPR RI. Adapun acara ini diselenggarakan di salah satu hotel di Serpong, Tangerang, Banten, Rabu (14/12/2022).
Sebelumnya KI Pusat melakukan Monitoring dan Evaluasi atas Keterbukaan Informasi Badan Publik sesuai dengan amanat Undang-Undang Nomor 14 Tahun 2008 tentang Keterbukaan Informasi Publik (UU KIP) kepada seluruh Kementerian, Lembaga Negara, Lembaga Non Kementerian, Universitas, Partai Politik, Pemerintah Daerah, yang sudah dimulai sejak bulan September 2022.
Monitoring dan Evaluasi Keterbukaan Informasi Tahun 2022 bertema “Digitalisasi Keterbukaan Informasi Badan Publik dalam Masa Recovery Covid-19”. Tujuan dilakukannya Monitoring dan Evaluasi terhadap Badan Publik adalah untuk mengukur tingkat kepatuhan Badan Publik terhadap keterbukaan informasi publik; Mengidentifikasi, menginventarisasi dan memberikan umpan balik dan solusi permasalahan yang timbul dalam pelaksanaan keterbukaan informasi publik; Menuyusun data dan informasi sebagai bahan advokasi kebijakan keterbukaan informasi; Menyusun data awal dalam pembuatan peta digital keterbukaan informasi di Indonesia serta mengetahui dan memetakan tantangan pegelolaan informasi publik dalam masa penanganan wabah Covid-19.
Instrumen dan metode penilaian Monev, terdiri dari penilaian kuesioner evaluasi mandiri melalui aplikasi E-Monev dengan bobot 85 persen; penilaian Presentasi Uji Publik dengan bobot 15 persen; penilaian visitasi, dilakukan secara random acak, dan penilaian kasus-kasus khusus.
Rentang kategori penilaian, yaitu: Informatif dengan skala nilai 90-100; Menuju Informatif skala 70-89,9; Cukup Informatif dengan skala nilai 60-79,9; Kurang Informatif skala nilai 40-59,9; dan Tidak Informatif dengan nilai kurang dari 39,9.
Pada gelaran tahun 2022, PPID Setjen DPR RI berhasil mempertahankan peringkat Informatif dengan nilai 98,13 dengan komponen penilaian kuesioner mandiri sebesar 84,83 dari 85,00. Tingginya nilai kuesioner mandiri ini tidak lepas dari peran seluruh komponen PPID yang ada, mulai dari dukungan Tim Pertimbangan PPID, PPID Utama dan Wakil serta PPID Pelaksana. Beberapa pertanyaan yang harus dilengkapi pada pengisian kuesioner terdiri dari Sarana Prasarana dengan nilai 10/10, Kualitas Informasi nilai 10/10, Jenis informasi nilai 40/40, Komitmen Organisasi nilai 10/10, Digitalisasi 20/20, serta barang dan jasa dengan nilai 9,8/10.
Pada penilaian Presentasi Uji Publik langsung dibawakan oleh Deputi Bidang Administrasi, Sumariyandono yang didampingi oleh Kepala Biro Protokol dan Humas sekaligus Ketua PPID, Suratna, pada tanggal 31 Oktober 2022 lalu. Penekanan utama dalam presentasi tersebut adalah PPID Setjen DPR Menuju Zero Permohonan Informasi. Adapun PPID Sekretariat Jenderal DPR RI terus berupaya untuk memperbaiki tata kelola dan penyajian informasi publik melalui kanal-kanal informasi yang dimiliki DPR RI, sehingga masyarakat tidak lagi harus mengajukan permohonan informasi publik.
Selain itu yang menjadi nilai lebih pada aspek Inovasi Layanan PPID Setjen DPR dengan adanya Layanan Ramah Disabilitas. Para Pemohon informasi publik di DPR RI yang berkebutuhan khusus, telah difasilitasi dengan sarana prasana ramah disabilitas, di antaranya Website PPID Ramah Disabilitas Sensorik Netra. Diketahui, sejak tahun 2022 pada situas PPID Setjen DPR RI telah disematkan fitur ramah disabilitas sensorik netra; Rapat Paripurna DPR RI telah menggunakan Juru Bahasa Isyarat untuk menjangkau penyandang disabilitas tuna rungu; serta penyediaan sarana pra-sarana fisik bagi penyandang disabilitas tuna daksa.
Selain itu beragam aplikasi yang dimiliki untuk tetap bisa terhubung dengan masyarakat, di antaranya ppid.dpr.go.id dan mobile apps PPID (portal satu pintu layanan Informasi Publik yang dilengkapi fitur respon cepat berbasis whatsapp), E-Media DPR RI (aplikasi portal Media DPR berbasis Android), Simas PUU dengan alamat pusatpuu.dpr.gi,id (situs untuk menginformasikan dan mendapat masukan atas draf RUU dan Naskah Akademik tahap penyusunan), Puspanlak dengan alamat puspanlak.dpr.go.id (situas pemantauan dan pelaksanaan undang-undang), SI-LEG (sistem informasi Legislasi yang memudahkan publik mengakses dokumen dan membeikan masukan atas Rancangan Undnag-undang yang sedang dilakukan pembahasan, serta SIAr (sistem Informasi Arsip, publik dapat mengakases dokumen-dokumen risalah pembahasan Rancangan Undnag-undnga di periode yang telah lampau).
Selain itu pengelolaan media-media internal yang digalakkan dalam rangka diseminasi informasi secara cepat melalui semua saluran media. Seperti media elektronik dengan adanya TV dan Radio Parlemen, Media Cetak melalui Buletin dan Majalah Parlementaria, Media Sosial seperti Youtube DPR RI, TVR Parlemen dan edukasi Parlemen; Instagram @DPR RI, @Edukasiparlemen, @ppid.dprri, Twitter serta facebook.
Selama tahun 2022 juga dilakukan kolaborasi dengan berbagai pihak untuk meningkatkan kualitas Keterbukaan Informasi Publik di DPR RI. Di antaranya kolaborasi dengan Open parliament Indonesia (OPI) dengan penyusunan Rencana Aksi Nasional (RAN) Keterbukaan Parlemen Tahun 2022 bersama CSO (IPC, PSHK, KOPEL, YAPPIKA, AMSI) untuk selanjutnya di kirimkan ke Sekretariat Open Government Partnership, sebagai acuan dalam upaya keterbukaan informasi di DPR RI. (Serpong, 24-25 Oktober 2022); Seminar dalam rangkaian P20 side event “Pathways of Strengthening Democracy Through Open Parliament” menghadirkan Nara Sumber dari IPC, Directorio Legoslativo, Parliamentary Network Africa, YAPPIKA dan SDG’s National Secretariat (Jakarta, 29 September 2022); Berkolaborasi dengan National Democratic Indonesia (NDI), dan Westminster Foundation for Democracy (WFD), Indonesia Parlementary Center (IPC) dan Badan Koordinasi Humas Pemerintah (Bakohumas) dalam penyelenggaraan Forum tematik Bakohumas dengan Tema “Sejauh Mana Keterbukaan Parlemen di Indonesia?” (Jakarta, 8 Juni 2022).
“Harapan ke depan dengan adanya penganugerahan Informatif ini, DPR melalui PPID dapat menghasilkan aksi-aksi transparansi informasi publik lainnya yang dapat meningkatkan keterbukaan informasi publik di DPR RI. Sehingga, implementasi UU Keterbukaan Informasi Publik dapat terlaksana dengan baik yang dapat dirasakan manfaatnya oleh masyarakat,” tutur Kepala Biro Protokol dan Humas sekaligus Ketua PPID Sekretariat Jenderal DPR RI, Suratna.
